What Is Healthcare Background Screening in Canada?
Healthcare hiring splits into two groups, and the split decides which check you need. Roles with direct, unsupervised access to patients sit in the vulnerable sector, because patients in hospital beds, long-term care and home care meet the definition of vulnerable persons. Everything else, from health records to procurement to clinical IT, is ordinary employment screening.
That second group is larger than most hiring managers expect. A hospital runs finance, payroll, facilities, food services, biomedical engineering, information systems and supply chain, and none of those roles are patient-facing. Private clinics, billing companies, medical device vendors and health technology firms sit almost entirely in this group. IRC is built for it.
What the Check Includes
IRC provides two checks. The Criminal Record Check is a name-based CPIC search returning convictions, absolute and conditional discharges within their retention periods, and outstanding warrants. The Enhanced Criminal Record Check, or CRJMC, adds pending charges, peace bonds, probation and judicial orders.
For healthcare the Enhanced check is usually the right one wherever a role carries access to controlled substances, patient records or facility keys, because an outstanding charge is exactly the kind of thing an employer in that position wants to know about before it resolves.
Every candidate completes identity verification with government-issued ID before the record query runs. Results are typically back within minutes of consent, and the report lands in the candidate email and the employer dashboard together.
What IRC Does Not Cover
IRC does not provide Vulnerable Sector Checks, and neither does any online provider. A VSC queries the pardoned sexual offence database, which requires a police service to run it and, where a name and date of birth match a flagged record, fingerprints to resolve. In practice that means nurses, personal support workers, physicians, paramedics, allied health clinicians and anyone else with unsupervised patient access has to be screened through a police service, not through us. If your entire hiring pipeline is patient-facing, IRC is not the tool you need, and we would rather say so on this page than after you have created an account.
IRC also does not verify registration with a regulated health college. College standing is checked through the college register, and it is a separate step from criminal history. Nor does IRC provide fingerprint-based certified checks, credit reports or United States screening.

- Medical device, diagnostics and pharmaceutical vendors screening field representatives before granting them site access, where the hospital requires a current check.
- Private clinics, dental practices, physiotherapy and billing services hiring administrative staff.

In almost all cases yes, because those roles involve unsupervised access to patients. A vulnerable sector check has to be run by a police service and cannot be completed online by IRC or any other provider. Any role without unsupervised access to patients. That covers hospital administration, finance, IT, facilities, supply chain, health information management, and the whole of health technology and medical device employment. If you are unsure about a particular role, the deciding question is whether the person is alone with patients as a normal part of the job.
Can we use IRC to pre-screen before sending someone for a vulnerable sector check?
Yes, and healthcare employers commonly do. A police vulnerable sector check can take weeks. Running an Enhanced CRC first surfaces convictions and pending charges in minutes, so a candidate who is not going to clear is identified before the slower process starts.
Does IRC confirm that a clinician is registered with their college?
No. Registration is verified through the relevant regulatory college's public register, which is a separate check from criminal history. IRC reports cover criminal record data only.
